Yes, EU citizens have the same rights as Croatian citizens when purchasing property. Remaining they need the approval of the Ministry of Justice and Ministry of Foreign Affairs. The process is the following: When a foreign citizen decides to purchase real estate, concluded a purchase contract with the seller, who at this point need not be notarized, and it along with the required documents to the Ministry of Foreign Affairs in Zagreb. Once approved by the Ministry, only then can make a registration of ownership on their behalf and pay the tax on real estate. Foreign citizens who establish, or have an established company in Croatia, can purchase real estates on behalf of this company.
